Declan O’Scanlon, a New Jersey state senator, has expressed skepticism about Democratic proposals to address rising utility costs. He characterized measures such as freezing electricity rates and issuing direct cash payments as “unrealistic” and indicative of a “disturbing trend.” His comments were made on the social media platform X.

“There’s a disturbing, but not surprising, trend in the pronouncements of those on the left,” said Declan O’Scanlon, District 13. “Recently we had Mikie Sherrill solve the WORLD’s(!) inflation issues…with the brilliant solution of simply freezing our electricity rates! And now we have the left’s solution to poverty…simply give people cash!!! These people are BRILLIANT!”

Democratic gubernatorial candidate Mikie Sherrill has announced plans for a “Day One State of Emergency on Utility Costs,” which would include freezing electricity rate hikes, expanding cheaper power generation, and increasing oversight of utilities and PJM Interconnection LLC (PJM). According to New Jersey Monitor, Sherrill argues that these actions would protect families struggling with high bills. However, experts caution that implementing such a freeze may encounter legal and fiscal challenges.

Electricity bills in New Jersey increased by approximately 20% in mid-2025 due to significant rises in wholesale energy costs and PJM capacity charges passed on to consumers. Jersey Independent reports that these rate hikes have resulted in New Jersey households facing some of the highest utility bills in the region, prompting political proposals for relief measures and regulatory reform.

Cash assistance programs like Temporary Assistance for Needy Families (TANF) and energy aid have shown effectiveness in reducing poverty rates when adequately funded. The Center on Budget and Policy Priorities notes that states expanding cash or utility assistance experienced declines in child poverty and fewer households losing utility service. However, uptake varies by state and program design, underscoring the importance of direct assistance in mitigating rising energy costs.

O’Scanlon, born in 1963, is a Republican state senator representing New Jersey’s 13th District since 2018 after serving ten years in the Assembly. According to his official Senate biography, he is the Senate Republican Budget Officer, a Monmouth University graduate, and a small business owner. His legislative priorities include fiscal discipline, lowering property taxes, improving public safety, and addressing energy affordability.
