Medicaid providers in Allentown charged a total of $12,007,484 in 2024 for services categorized as Alcohol and Drug Abuse Treatment, based on records from the U.S. Department of Health and Human Services Medicaid Provider Spending database. This represented an 11.9% uptick from 2023, when $10,732,916 in claims were submitted for the same services.

Medicaid is administered by state governments with joint funding from state and federal sources and covers low-income residents, seniors, children and people living with disabilities, making it one of the largest segments of the U.S. health system.

Because Medicaid is funded with taxpayer dollars, variations in local spending reflect how health care resources are directed within the community.

The “Alcohol and Drug Abuse Treatment” group includes various Medicaid-billed services defined by care type and classified using standardized HCPCS and CPT codes. For this report, each billing code was mapped to a single service group with unified prefixes and code ranges, enabling related services to be assessed together without duplicating data or distorting trends over time.

While spending increased across several Medicaid service groups, Alcohol and Drug Abuse Treatment claimed the top spot for total Medicaid outlays in Allentown in 2024.

At the state level in New Jersey, Alcohol and Drug Abuse Treatment also led all other categories for Medicaid payments in 2024.

During the five years prior to 2024, Medicaid payments for Alcohol and Drug Abuse Treatment in Allentown jumped by $2,023,083, or 20.3%. Spending growth accelerated at times, with especially notable annual hikes in 2020 and 2021.

Though funding was distributed throughout Allentown, a small number of ZIP codes captured most of the Medicaid payments in this category. In 2024, ZIP code 08501 alone accounted for $12,007,484 in Medicaid dollars for Alcohol and Drug Abuse Treatment, comprising 100% of the city’s payments in this care category for the year.

These Medicaid outlays were also concentrated within a small selection of individual billing codes.

Looking at growth, Medicaid payments related to Alcohol and Drug Abuse Treatment in Allentown increased by 11.9% between 2024 and 2023. In comparison, all Medicaid claim categories in the city increased 11.6% over the same timeframe.

According to the Centers for Medicare & Medicaid Services, joint federal and state Medicaid expenditures reached about $871.7 billion in fiscal year 2023, representing around 18% of all national health expenditures, a substantial rise from $613.5 billion in 2019 before the COVID-19 pandemic.

This represents approximately 40% growth in just a few years, fueled primarily by increased enrollment and higher utilization during and after the pandemic period.

Recent federal budget initiatives during the Trump administration have featured major proposals aimed at reducing federal Medicaid outlays and changing the program structure. For instance, the “One Big Beautiful Bill Act,” which became law in 2025, is expected to cut more than $1 trillion in federal Medicaid spending over a decade and implements new work requirements and higher cost-sharing that could impact beneficiary coverage and funding. These changes are likely to shift more responsibility to states and restrain federal funding growth, even as Medicaid continues to serve tens of millions nationwide.
